After Karachi, the e-challan system for traffic violations has now been formally launched in Rawalpindi from November 22, the SSP Safe City Rawalpindi told private media channel.
This newly developed system is linked with the city’s Safe City Command and Control Centre which will enable authorities to generate automated ticketing based on live surveillance.
Under the new identified E-challan initiative the stated process will be followed as per the best international practice.
Which includes upon identification of challan, vehicle owners will receive e-challans at their registered address, along with photographic evidence of the violation and a unique code.
Fines must be paid before the specified deadline; otherwise further action may follow under traffic rules.
More than 2,000 high-resolution cameras have been installed at 359 locations across the city of Rawalpindi. Moreover, an additional 15 cameras placed at major entry and exit points.
According to the officials, these installed cameras are connected to the central control system to monitor road traffic and detect violations in real time.
The system will automatically issue challans for a range of offences, including:
- Signal violations
- Motorcyclists riding without helmets
- Driving without a seatbelt
- Lane violations
- Using a mobile phone while driving
- Non-standard or illegal number plates
Once a violation is captured on CCTV, an e-challan is generated and sent to the vehicle owner’s home address.
Beyond fines, the camera network is also being used for traffic management, monitoring the performance of traffic police, and surveillance of major roads and public areas.
Authorities say the integrated system is designed to improve road discipline, reduce traffic chaos, and support public safety.
Officials have stressed that the purpose of the e-challan system is not just punitive, but preventive.
The aim of policy is to encourage drivers to follow rules, wear helmets and seatbelts, avoid risky behaviour, and contribute to a safer traffic environment in Rawalpindi.
