The Government of Pakistan has launched a new programme with the United Nations, the World Health Organisation (WHO) and the International Labour Organisation (ILO) that can help to create better job opportunities.
The programme will support 20,000 people who are working in the health and care sector. This programme will help them improve their skills, find better jobs and access social protection.
Phases of the programme
The first phase of the programme will run from July 2026 to July 2027. During this period, the focus will be on improving the skills of 20,000 health and care workers.

What will the programme focus on?
The programme will not only focus on creating jobs. It will also provide training and help workers improve their professional skills.
The programme will focus on:
- Improving professional and technical skills
- Providing better and decent job opportunities
- Improving health and safety at workplaces
- Giving workers better access to social protection
- Supporting formal and legal employment
- Promoting equal opportunities for women
Who can benefit?
The programme is especially important for people working in nursing, allied health and care services.
According to the government, the programme will also support ongoing reforms in nursing and allied health education.
Young people who are studying or training in these fields can also benefit from the new opportunities.
How many people can benefit?
The plan is not limited to the first phase. After supporting 20,000 workers in the first year, the second phase could target another 80,000 workers.
This means the programme could eventually support up to 100,000 people if the second phase moves forward as planned.
The Government will work with the UN Resident Coordinator’s Office, ILO and WHO on the programme. A joint steering committee has also been formed to oversee the project.
Secretary of the Ministry of Overseas Pakistanis and Human Resource Development Nadeem Aslam Chaudhary said that the government is giving greater importance to jobs and social protection as part of the country’s development plans.
