Ukrainian President Volodymyr Zelenskiy on Friday appointed defence intelligence chief Kyrylo Budanov as his top adviser, bringing a popular military leader into the centre of decision-making as Kyiv works to strengthen its defences against Russia and its position in US-backed peace talks.
The move marks a major shift, as the role of presidential chief of staff has traditionally gone to a civilian focused mainly on domestic politics. Budanov, 39, is a decorated war veteran and a widely respected figure in Ukraine.
Budanov replaces longtime Zelenskiy ally Andriy Yermak, a powerful political figure who resigned in November amid a corruption scandal that sparked public anger while Ukraine continues to fight Russia.
Zelenskiy hopes the appointment will help restore public trust in his leadership and state institutions at a challenging time, with Russian forces advancing on the battlefield and the United States pressing Kyiv to seek a quick end to the nearly four-year war.
Writing on X, Zelenskiy said Ukraine “needs greater focus” on security, the military and diplomacy.
“Kyrylo has specialized experience in these areas and sufficient strength to deliver results,” Zelenskiy wrote.
In a statement, Budanov said he had accepted the offer and would focus on the “strategic security of our state.”
