Pakistan goes digital as E-Stamp becomes compulsory from Feb 12

Islamabad has fully shifted to electronic stamping, also known as E-Stamp, ending the use of manual stamp papers from Thursday, February 12, 2026.

From February 13, no office, court, or government authority in the Islamabad Capital Territory will accept traditional judicial or non-judicial stamp papers.

The move aims to make the stamping process simpler, reduce delays, and prevent misuse through a single, verifiable digital system.

What about stamp vendors?

Licensed stamp vendors have been instructed to deposit their existing stock and sales registers to the Assistant Deputy Commissioner (Revenue) by February 12.

The deposit process will close records for manual stamp papers and stop further circulation. Vendors failing to comply may face legal action.

How will the system work?

The capital administration launched the e-stamping service on February 1, 2026. The system allows citizens to generate digital stamps through the ESI ID platform.

Once created, the digital stamp is verified online by the relevant registrar when used for official documents.

Previously, citizens had to visit treasury offices to obtain high-value stamp papers in person, a process that could be slow and prone to misuse.

DC Islamabad confirmation

The Deputy Commissioner (DC) of Islamabad, Irfan Nawaz Memon, has also confirmed the news. In his post on X, he said, “Islamabad shifts fully to E-Stamping. A major step toward transparency, digitalisation, and fraud-free documentation in the capital.”

He also added, “Manual Judicial & Non-Judicial stamp papers to be phased out by 12 Feb 2026. From 13 Feb, no office, court, or authority in ICT will accept manual stamp papers. Stamp vendors directed to deposit registers & stamps with ADC (Revenue).”

What does the change mean for citizens?

Under the new system, people can obtain stamp papers through a mobile app or computer, which can then be printed on plain paper. Documents with manual stamp papers submitted after February 12 will be considered invalid.

DC Islamabad says the new system will ensure that only the genuine applicant can apply for and receive a stamp paper, and that the names of all parties involved in agreements or property transfers will be recorded. This is intended to reduce fraud, which was a risk under the old system.

What prompted the change?

Officials say the previous manual system had loopholes that allowed stamp papers to be obtained using fake IDs or through collusion with vendors.

 The new e-stamp system is designed to make all transactions traceable, secure, and easier for citizens.

What should people do now?

The administration has advised the public to complete any pending documentation using manual stamp papers before the 12th of February.

After that, all legal, property, and administrative matters in Islamabad will require e-stamped documents. The transition marks a significant step in digitising government services in the federal capital.
