Teachers must pass licence test for hiring

For all the aspiring teachers in Sindh it has been made mandatory to pass teaching licence examination after the approval of a major policy change by the Sindh Teachers Education Development Authority.

The decision was taken during the authority’s 19th board meeting, chaired by Sindh Education Minister Syed Sardar Ali Shah. The meeting was attended by key officials, including Education Secretary Zahid Ali Abbasi, Executive Director Syed Rasul Bux Shah, and social activist Shehzad Roy.

Speaking at the session, the minister stated that only candidates who clear the Teaching Licence Test will be eligible for recruitment, highlighting the government’s commitment to improving professional standards in education. He said the importance of strengthening teacher training and certification, saying that Sindh is advancing education reforms at a progressive pace.

The board also reviewed proposed amendments to the Teaching Licence Policy 2023. These include adding new subject specialisations at the secondary level, introducing a bridging programme for one-year BEd graduates, and formally incorporating Early Childhood Care and Education (ECCE) into the licensing system.

Additionally, approval was given to form a committee to assess and improve the accreditation process for institutions offering ECCE diplomas. The committee will evaluate curriculum standards, academic quality, and training facilities to strengthen teachers’ professional development.

Officials informed the meeting that the first Elementary Level Teaching Licence Test in Sindh has already been conducted successfully, while preparations for the next phase covering secondary classes (Grades 6–12) have been completed.

A proposal to hire an independent third-party testing agency was also considered to ensure transparency and maintain high standards in the examination process.

The next phase of the test is scheduled for September, with candidates required to secure at least 50 per cent marks to qualify. Authorities are also planning to introduce a quota system to encourage the recruitment of licensed teachers.
