The Punjab government has issued new rules and regulations for kite flying and Basant 2027 celebrations. The deadline for implementation of the regulations has been set for December 30, 2026.

The Chief Minister (CM) of Punjab, Maryam Nawaz, has given instructions to make sure of the safety of citizens and their property.
In addition, it has been made mandatory for all citizens, building owners and event organisers to follow these regulations.
What is new code of conduct for Basant 2027
According to the new rules, kite flying can only be done on strong and safe roofs. In addition, the minimum height of the roof’s perimeter wall must be 3.5 feet.
Parents and guardians have been instructed to constantly monitor children’s activity for their safety.
Children will also not be allowed to go near the edges of the roof without supervision.
A complete ban has been imposed on running, jumping, hanging from the edges, and aggressively flying kites on roofs.
Gathering more people than the capacity will not be allowed on the roofs.
There will also be a ban on the use of loud music, DJ systems and noise-making devices during kite flying.
Any activity that causes trouble for neighbours has been declared a punishable offence.
As a crucial safety measure, the presence of a first aid kit has been made mandatory at all places, and citizens have been instructed to immediately contact Rescue 1122 in any emergency.
According to the regulations, in case of an accident or violation, building owners and event organisers will be held responsible and strict legal action will be taken.
The Punjab Chief Minister has directed the DCs and DPOs to ensure 100 per cent implementation.
Maryam Nawaz Sharif also appreciated the cooperation of citizens during the last Basant. She said that a safe Basant will be ensured in the coming 2027 as well.
