A new Golden Visa Program has been launched for Pakistanis, offering investors a fresh pathway to permanent residency through Paraguay’s newly introduced Investor Pass initiative.

According to reports, Paraguay introduced the new program in April as part of efforts to attract foreign investment and boost tourism. The South American country, located between Brazil, Argentina, and Bolivia, has recently witnessed a major tourism revival, with international tourist arrivals rising by 53 per cent in the first quarter of 2025.

Under the new scheme, investors can obtain permanent residency directly by investing $150,000 in tourism-related projects or $200,000 in stocks or real estate. The program also offers tax incentives, including a reduced dividend tax rate of 8 per cent instead of 15 per cent.

Golden visa programs generally allow foreign nationals to gain residency rights in exchange for significant investments in a country’s economy. Paraguay’s initiative is considered more affordable compared to several other global residency-by-investment programs, including those offered by New Zealand and Greece.

The development comes as demand for second residency and citizenship options continues to rise globally, particularly among investors seeking greater financial security, global mobility, and alternative living opportunities.
