Pakistanis travelling abroad on a work visa are legally required to obtain a Visa Protector certificate before departure, otherwise they may not be allowed to leave the country at airport immigration.

The “Visa Protector” is an official clearance issued by the Bureau of Emigration and Overseas Employment through the Protectorate of Emigrants (PE). The process ensures that overseas workers are registered with the government and protected under labour and insurance laws.

What is Visa Protector?

Visa Protector is a mandatory stamp and clearance issued under Pakistan’s Emigration Ordinance, 1979 for citizens travelling abroad on employment visas.

The stamp confirms that a worker’s job contract has been verified and their details have been officially registered with the government.

It is required for all overseas workers, including:

  • Labourers
  • Drivers
  • Domestic workers
  • Nurses
  • Engineers
  • IT professionals
  • Managers

However, people travelling on tourist, visit, business, student, Hajj or Umrah visas do not need a Visa Protector certificate.

The requirement mainly applies to workers travelling to Gulf countries including Riyadh, Jeddah, Dubai, Abu Dhabi, Doha, Kuwait, Muscat and Bahrain.

Documents required for Visa Protector

Applicants must prepare the following documents before applying online or visiting a PE office:

  • Original valid Pakistani passport
  • Original CNIC with copy
  • Work visa or work permit
  • Employment offer letter or Foreign Service Agreement (FSA)
  • CNIC copy of next of kin
  • Medical fitness certificate (if required)
  • Bank challan payment receipts
  • Passport-size photographs
  • Signed undertaking form
  • Employer information form

Workers applying through a licensed Overseas Employment Promoter (OEP) usually have their documents processed by the agency.

How to apply for Visa Protector in Pakistan

Pakistan introduced an online e-Protector system in 2024, allowing direct overseas employees to apply without visiting PE offices.

Applicants can submit documents through the official Bureau of Emigration and Overseas Employment portal.

Step-by-step application process

1. Submit documents

Upload or submit all required documents including passport, visa, contract, CNIC and bank challan.

2. Registration and briefing

After verification, applicants receive a registration number and attend a pre-departure briefing about their rights and responsibilities abroad.

3. Protector stamp

A Protector of Emigrants officer stamps and signs the passport.

4. Final orientation

Applicants receive a final briefing on legal rights, health precautions and emergency contacts before receiving the stamped passport.

Visa Protector fees in Pakistan

The total government fee for direct emigrants is approximately Rs9,200.

  • OPF Welfare Fund: Rs4,000
  • Registration fee: Rs2,500
  • OEC fee: Rs200

Workers applying through Overseas Employment Promoters may pay additional agency charges.

Authorities advise applicants to always collect official bank challans and receipts and avoid making cash payments to agents or middlemen.

Workers with a Protector stamp receive several legal and welfare protections abroad, including:

Officials also noted that the Protector stamp is linked to a specific work visa and employer. Workers changing countries or employers may need to apply again before travelling abroad.
