Balochistan has presented a tax-free budget of Rs 1,089 billion for the fiscal year 2026–27, announcing a 7% increase in the salaries and pensions of government employees.
The budget session of the Balochistan Assembly was chaired by Speaker Abdul Khaliq Achakzai, during which Provincial Finance Minister Mir Shoaib Nosherwani presented the budget for the fiscal year 2026–27.
During his budget speech, Finance Minister Mir Shoaib Nosherwani said that the current government utilised 115% of the allocated budget in the previous fiscal year. The province’s total revenue for the current fiscal year stood at Rs 886 billion, while total expenditure for the next fiscal year has been estimated at Rs 1,089 billion.
He stated that the non-development budget stands at Rs 797 billion, while the total development budget has been set at Rs 206 billion. Of this, Rs 106 billion has been allocated for new schemes and Rs 100 billion for ongoing projects. He further said that Rs 45 billion has been allocated under federal development grants and Rs 40 billion under foreign project assistance.
Salary and pension increase
The Finance Minister announced a 7% increase in the salaries and pensions of provincial government employees for the next fiscal year. He also said that the province is expected to receive Rs 771 billion in tax revenue under the NFC Award.
The 2026–27 budget is tax-free, with no new taxes imposed. Sales tax on public transport has been abolished, while a 100% tax exemption has been granted on new electric vehicles. Sales tax on public property insurance has also been waived, and provincial taxes on foreign investment in export processing zones have been abolished. Additionally, sales tax on educational services has been reduced to zero.
Amount for education and health
Finance Minister Mir Shoaib Nosherwani said that special focus has been given to education, health, and clean water supply in the new budget.
He added that Rs 12 billion has been allocated for the development budget of the School Education Department and Rs 115 billion for its non-development budget.
For the Colleges Department, Rs 2.3 billion has been allocated for development and Rs 28.7 billion for non-development expenditure, bringing the total allocation for the education sector to Rs 160 billion.
He further said that Rs 6 billion has been allocated for the development budget of the Health Department and Rs 90 billion for its non-development budget, with a total allocation of Rs 85 billion for the health sector.
