Saudi Arabia has launched a new Package Visa pilot programme, allowing eligible international travellers to obtain a tourist visa as part of a complete travel package, making visits to the Kingdom easier and more convenient.

The new initiative is being introduced through approved travel and tourism service providers in selected pilot markets, enabling visitors to book their entire journey through a single platform.

Developed jointly by Saudi Arabia’s Ministry of Tourism, Ministry of Foreign Affairs, Ministry of Interior and the Insurance Authority, the programme aims to streamline travel procedures while enhancing the overall visitor experience.

Under the Package Visa scheme, eligible travellers can purchase a complete travel package that includes a return flight, accommodation at licensed hotels and an electronic tourist visa application in one booking. Approved travel providers may also include tourism experiences, attractions and event tickets to offer visitors a more personalised travel experience.

The new programme builds on Saudi Arabia’s recent visa reforms, including the tourist e-Visa, Visa on Arrival and Stopover Transit Visa, all of which have helped make the Kingdom more accessible to international visitors.

According to the Ministry of Tourism, these initiatives helped Saudi Arabia welcome more than 29 million international visitors in 2025, reflecting the country’s growing reputation as a global tourism destination.

Saudi Minister of Tourism Ahmed Al-Khateeb said the Package Visa demonstrates the Kingdom’s commitment to making travel more accessible and efficient. He added that the initiative allows travel partners to provide a smoother booking experience while making it easier for visitors to explore Saudi Arabia.

The ministry expects the new visa programme to simplify travel planning by reducing administrative procedures and combining essential travel services into a single package. It is also expected to encourage longer visitor stays, increase tourism spending and help approved travel companies offer more comprehensive travel itineraries.

Only travel providers that meet strict eligibility criteria—including secure digital booking systems, 24-hour technical support and dedicated customer service—will be allowed to participate in the pilot programme, ensuring high standards of service for international travellers.
