The chairperson of the Benazir Income Support Programme (BISP), Rubina Khalid, has announced a new verification system developed jointly with the National Database and Registration Authority (NADRA).

Women receiving financial assistance under Pakistan’s flagship welfare programme may soon find it easier to access their payments if their fingerprints cannot be verified.

The initiative aims to help beneficiaries whose thumbprints repeatedly fail during biometric verification.

Under the new arrangement, these women will be able to complete identity verification through facial recognition, allowing them to receive their payments without delays.

Officials say NADRA’s mobile registration vans are being deployed at BISP regional offices across the country to support the process.

How the new verification process works?

Chairperson BISP has outlined several steps for beneficiaries who cannot complete biometric verification through their thumbprints.

Women facing this issue are advised to visit the nearest NADRA mobile registration van or a NADRA office with their original Computerised National Identity Card (CNIC).

If thumb verification still cannot be completed at the office, NADRA staff will proceed with facial recognition verification.

After the process is completed, NADRA will issue a verification certificate.

Beneficiaries will need to pay a fee of Rs20 to receive the document.

Once they obtain the certificate, women must visit their nearest BISP office and submit it for registration.

After the certificate is recorded, they will receive a confirmation message on their mobile phone.

A few days later, another message will arrive from 8171, informing them that their payment has been transferred.

After receiving this notification, beneficiaries can collect the funds from their nearest BISP payment centre.

Chairperson Rubina Khalid’s message

In a video statement, Senator Rubina Khalid said the initiative was designed to help women who have repeatedly faced problems during biometric verification.

She said, “I have good news for all the beneficiaries of the Benazir Income Support Programme who have issues with their thumb. Despite trying many times, their thumb does not get infected.”

Rubina added, “The Benazir Income Support Programme and NADRA have taken a step together that the women whose thumb is not verified, their verification has been done through their facial recognition.”

Furthermore, she said, “For this purpose, NADRA has set up mobile registration vans for our regional offices.”

And where there are no vans, you have to go to your nearest NADRA office and get it done, she added.

Rubina said:

“For this purpose, the women whose thumb is not verified have to go to their nearest NADRA office and get their face verified. If your thumb is not verified at the NADRA office, they will do your facial recognition.

After that, they will issue a certificate whose fee is Rs. 20, and you have to pay it.

After this, the women who get this certificate, they have to go to their nearest Benazir Income Support Programme office and get this certificate verified.

Immediately after the verification, you will receive a confirmation message on your mobile phone.

After a few days of verification of the certificate, you will receive a message from the Benazir Income Support Programme on your mobile phone with the number 8171.

In this message, you will be informed that your money has been transferred to your account.

After this, you will be able to go to your nearest Benazir Income Support Programme office and collect this money.”
