CDA billing system hit by cyberattack

The Capital Development Authority (CDA) has detected a cyberattack at their billing system on Friday, June 19.

The cyberattack on the CDA disrupted the online billing system for property tax, water bills, municipal charges, and other public services for over three days.

The cyberattack came at a time when many residents are due to make payments before the end of the financial year.

According to officials, citizens have been unable to make payments through the CDA’s online billing platform. However, the authority’s website remains operational.

CDA officials said teams from its Revenue Department, Information Technology Department and the National Radio and Telecommunication Corporation (NRTC) are working to restore the system and recover affected data.

The incident had prompted speculation that the CDA and its service provider had failed to maintain backup records for the previous six months.

However, CDA spokesperson Shahid Kiani rejected those claims, insisting that backup data remains secure.

He said efforts were underway to recover billing-related information from backup systems and restore normal operations as quickly as possible.

“Our teams are working around the clock to resolve the issue and make the system fully operational again,” Mr Kiani said.

He also reassured users that payments made through 1-Link and its partner banks had not been affected by the cyberattack and remained secure.

The CDA’s online billing platform allows residents to pay property tax, water charges and other municipal fees through banking channels integrated with the 1-Link payment network.
