Punjab Amends Laws Governing Seven Public Medical Universities
The Punjab government has introduced legal amendments affecting seven public-sector medical universities, expanding the administrative powers of vice-chancellors over universities, affiliated colleges, teaching hospitals and other institutions.
Punjab Governor Sardar Saleem Haider Khan has issued the Public Sector Medical Universities (Second Amendment) Ordinance 2026, which has also been published in the official gazette.
Under the new ordinance, vice-chancellors will serve as the chief executives and chief academic officers of their respective universities. They will also exercise administrative control over university officers, faculty members and other employees, as well as affiliated medical colleges, teaching hospitals, schools and institutions.
The amendments also restore the status of several medical colleges as constituent colleges of their respective universities. These include King Edward Medical College and Fatima Jinnah Medical College in Lahore, Punjab Medical College in Faisalabad, Rawalpindi Medical College and Nishtar Medical College in Multan.
Under the revised provisions, Fatima Jinnah Medical College will operate as a constituent college of Fatima Jinnah Medical University, while Punjab Medical College will function as a constituent college of Faisalabad Medical University.
The legal status of Rawalpindi Medical College and Nishtar Medical College as constituent colleges of their respective universities has also been restored.
The amendments establish a revised administrative framework for public-sector medical universities in Punjab, placing vice-chancellors in a central leadership role while clarifying the institutional status of several affiliated medical colleges.
