The government in Punjab has made major changes in pensions for its employees.
The changes were announced by a formal notification issued by the Punjab Finance Department and have come into force immediately.
New Requirements for Voluntary Retirement
Under the new rules, a new condition has been added for voluntary retirement. Government employees are now held to two requirements before submitting an application.
In addition to satisfying 25 years of qualifying service, employees must also have reached the minimum age of 55 years.
Voluntary retirement will now be offered on the basis of “25 years of service or 55 years of age whichever occurs later.”
This means employees cannot retire early on the basis of the length of service regardless of their age they have.
Changes in Forced Retirement and Pension Eligibility
The amendments are also concerned with cases of forced retirement. Pension benefits in such situations will now be governed in the new system following 20 years of qualifying service.
Furthermore, the qualifying service has been made a mandatory condition in case of corruption or misconduct.
This step gives strictness to the eligibility criteria and makes the pension benefits directly linked with the services.
Objective: Transparency and Discipline
According to the Finance Department the main aim of these amendments is to bring increasing transparency and discipline in the pension system.
Authorities say the revised rules are aimed at increasing financial accountability and making it easier to administer pension schemes.
In another development, the federal government has also revised its pension policy. The Ministry of Finance has retracted two earlier notifications of April 22, 2025 and June 19, 2025, with immediate effect.
Previously, the retired government employees who were recruited after 60 years of age had to choose between taking a salary or getting a pension.
The most recent decision permits reappointed retirees to receive both salary and pension at the same time.
