The Pakistan Telecommunication Authority (PTA) has firmly instructed all mobile operators to secure explicit prior consent from subscribers prior to activating any Value-Added Services (VAS) packages, in light of concerns regarding new mobile tariffs.
In a clarification released on Sunday, the authority urged consumers to routinely check and manage their active subscriptions via their respective mobile operator’s official applications to prevent unwanted charges.
This statement is a response to concerns expressed on social media about mobile tariffs, service quality, and unauthorized deductions.
The authority reaffirmed its dedication to protecting consumer interests and ensuring transparency within the telecom sector.
To create a structured tariff framework, PTA announced the Mobile Tariff Regulations, 2025.
According to these regulations, operators identified as having Significant Market Power (SMP) are required to obtain prior approval from the authority before implementing or modifying tariffs.
Other operators are permitted by PTA to establish mobile tariffs based on business considerations but are still subject to regulatory intervention if their pricing adversely affects consumer interests.
The authority highlighted that while it serves as a protector of consumer rights, maintaining sustainable market conditions is also crucial.
It pointed out that Pakistan continues to have one of the lowest Average Revenue Per User (ARPU) levels and some of the most affordable mobile data prices in the region.
PTA schedules auction in March 2026
PTA is actively engaged in efforts to improve the quality of services. A significant measure in this regard is the forthcoming spectrum auction scheduled for March 2026.
This auction will necessitate considerable investment from mobile operators to secure new spectrum and implement advanced network infrastructure.
Consequently, this will result in tangible enhancements in network quality, coverage, and data speeds for consumers nationwide.
PTA instructed all mobile operators to obtain clear, prior consent from subscribers before initiating any Value-Added Services amid the new mobile tariffs.
The authority is committed to promoting a transparent and equitable regulatory framework that harmonises consumer protection with the sustainable investments essential for the long-term growth of Pakistan’s telecommunications sector.
