The Government of Romania has announced a scholarship programme for international students from non-EU countries, offering opportunities to study at Romanian universities.

The last date to submit the applications is March 31, 2026.

The programme allows students to pursue Bachelor’s, Master’s and PhD degrees at accredited universities across Romania.

Applications must be submitted online through the official Study in Romania platform.

The scholarship is offered by the Romanian Ministry of Foreign Affairs as part of efforts to support international academic exchange.

Study levels and duration

The scholarship covers several levels of higher education.

  • Bachelor’s degree: 3 to 6 years, depending on the programme
  • Master’s degree: 1 to 2 years
  • PhD programmes: up to 4 years

However, some fields are not included in the programme. Medicine, dental medicine and pharmacy are not eligible under this scholarship scheme.

Students selected under the programme will receive several forms of support during their studies.

These include:

  • Full coverage of tuition fees
  • Free preparatory year for learning Romanian if required
  • Monthly stipend according to Romanian regulations
  • Accommodation in student dormitories, depending on availability
  • No application or registration fees

Authorities say the scholarship is designed to make studying in Romania more accessible for international students.

Language requirements

Most Bachelor’s and Master’s programmes are taught in Romanian.

Students who do not already speak the language will receive a free preparatory year to learn Romanian before starting their degree.

PhD candidates may study in Romanian or another language approved by the doctoral programme, depending on the university.

Applicants for PhD programmes must also secure written approval from a doctoral supervisor and complete an interview as part of the admission process.

Eligibility criteria

The scholarship is open to citizens of non-EU countries who meet the academic requirements.

Applicants must have a minimum academic average of 7 or the equivalent of a “Good” grade in their previous studies.

They must also not already hold another Romanian state scholarship for the same level of study.

Certain categories are not eligible, including:

  • Individuals who have requested or received protection in Romania
  • Diplomatic or consular staff and their family members in Romania
  • Employees of international organisations based in Romania and their families
  • Stateless persons officially residing in Romania

How to apply?

Applications must be submitted through the official portal for international students.

Applicants need to:

  • Visit the official website: scholarships.studyinromania.gov.ro
  • Select “Apply for MFA Scholarships”
  • Create an account using an email address
  • Complete the online application form
  • Upload all required documents in separate PDF files
  • Review the application carefully before submission

Authorities say only one application is allowed, and once submitted, it cannot be edited.

Applications sent by email or post will not be accepted.

Documents required

Applicants must provide several supporting documents, including:

  • Academic diplomas and transcripts
  • Birth certificate
  • First three pages of a valid passport
  • Curriculum vitae (CV) in English, French or Romanian

PhD applicants must also submit a letter of intent, research proposal and a list of scientific publications, along with written approval from a doctoral supervisor.

Additional documents may be required in cases such as name changes or applicants under 18 years of age.

Results expected in July

Authorities say the final results are expected around July 15, 2026.

Students who are selected for the scholarship will then need to apply for a long-stay visa for study purposes before travelling to Romania.

The programme is part of Romania’s efforts to expand international cooperation in higher education and attract students from different parts of the world.
