$200m Khuzdar mining project moves into implementation after SIFC intervention

The Special Investment Facilitation Council (SIFC) has unlocked a stalled USD 200 million mining investment in Khuzdar by resolving long-pending lease issues, allowing one of Pakistan’s largest barite-lead-zinc projects to move into implementation.

The BLZ Project, being developed by Pakistan Petroleum Limited (PPL) in a joint venture with Bolan Mining Enterprises (BME), has remained on SIFC’s agenda since December 2023. PPL serves as the designated operator and holds a 50% working interest in the project.

With the lease-related hurdles now resolved, the project has entered the implementation phase following the signing of an Operational Agreement during the Pakistan Mineral Forum 2025.

Located in the mineral-rich district of Khuzdar, the project is estimated to contain 69 million tons of barite, lead and zinc reserves and is expected to operate for 34 years. It is projected to generate annual revenues of $150 million to $230 million, while boosting Pakistan’s mineral exports, creating employment opportunities and supporting economic development in Balochistan.

The breakthrough highlights SIFC’s role in removing investment bottlenecks and facilitating strategic projects aimed at unlocking Pakistan’s mineral potential. The government says the initiative reflects its commitment to creating an investor-friendly environment and accelerating responsible development of the country’s natural resources.

Officials believe the project’s advancement will strengthen investor confidence and contribute to sustainable economic growth through high-impact investments in the mining sector.
