The Punjab government has approved the End-of-Life vehicle (ELV) scrapping policy.
As per the official confirmation of approval by the authorities, a new legal framework has been prepared to scrap old, unfit and heavily damaged vehicles across the province.
Punjab Governor has approved the third major amendment to the Motor Vehicles Ordinance, with the new law coming into force immediately.
Under the amended law, vehicles whose registration has expired or been cancelled can be classified as “end-of-life vehicles” and added to the list of vehicles eligible for scrapping.
Vehicles that fail to obtain a fitness or emissions certificate may also be subject to scrapping.
Vehicles that have been completely or severely damaged in road accidents, fires or natural disasters can also be declared unfit and sent for scrapping.
Owners will also be able to voluntarily hand over their unfit vehicles to authorised scrapping centres.
The Punjab government will establish dedicated vehicle scrapping centres, including both public and private facilities.
Usable parts will be removed from end-of-life vehicles at these centres, while the remaining material will be recycled.
The government says the new system is aimed at reducing air pollution caused by old and heavily polluting vehicles and promoting a cleaner environment across Punjab.
The government will also issue detailed rules covering the scrapping process and the operation of authorised centres.
