Meta announces new WhatsApp business fee starting October 1

Meta is set to introduce a new WhatsApp Business messaging charge for Pakistani businesses, with companies paying $0.015 per message from October 1, 2026.

The new rate is nearly 11 times higher than the corresponding rate in India, potentially increasing operating costs for businesses that rely heavily on WhatsApp for customer communication. The additional charges could particularly affect businesses using WhatsApp for customer support, billing notifications, order updates and authentication messages.

The pricing change is expected to put further pressure on businesses that use WhatsApp as a key channel for customer engagement, particularly those sending large volumes of automated or transactional messages.

Industry observers say the higher messaging cost could prompt Pakistani businesses to review their WhatsApp communication strategies and explore ways to reduce message volumes or shift some customer interactions to alternative channels. 

For high-volume communication channels like banks, courier companies, utility providers, and online retail stores, the cumulative effect could translate into thousands of extra rupees in monthly overhead. For instance, a medium-sized enterprise dispatching 20,000 utility updates and routine support replies could face immediate Meta-side billing increases running into tens of thousands of rupees.

The change will apply primarily to organisations using the WhatsApp Business Platform, formerly known as the WhatsApp Business API, to handle customer communications at scale. Regular WhatsApp users and small businesses using the standard WhatsApp Business app are not the primary targets of these new charges.

Starting October 1, 2026, Meta will introduce per-message billing for Service Messages, which are free-form customer support replies sent within the 24-hour customer service window. The new pricing will also apply to Utility Template messages delivered during the same window.
