The City Traffic Police Lahore has prepared a special plan to ensure the safe celebration of Basant. According to Lahore Chief Traffic Officer Abdul Rahim Shirazi, safety rods will be provided to 2.3 million bikers across the city ahead of Basant.
According to the CTO Lahore, the target is to provide safety rods to around 80 per cent of bikers as part of the safe Basant plan. During the previous Basant celebrations, safety rods were provided to one million bikers.
Under the plan, 100 camps will be established at key locations across the city for the installation of safety rods. An awareness campaign will be launched among citizens from November 1, while the installation of safety rods will begin on January 1, 2027.
The chief traffic officer said that in cases of double riding, both riders will be required to wear helmets. During Basant, entry of bikers and Qingqi rickshaws will also be prohibited in designated red zones.
According to the traffic police, bikers without safety rods will also be stopped from entering the city through its entry and exit points.
The CTO Lahore said the safe Basant plan would be implemented in three phases. The first phase will focus on an awareness campaign, the second on implementation, and the third on enforcement.
New rules and regulations for Basant 2027
The Punjab government has issued new rules and regulations for kite flying during Basant 2027, with December 30, 2026, set as the deadline for compliance.
Issued on the directives of Punjab Chief Minister Maryam Nawaz, the regulations aim to ensure the safety of citizens and protect lives and property. Compliance has been made mandatory for all citizens, building owners and event organisers.
Under the new rules, kite flying will only be permitted on safe and structurally sound rooftops, while rooftop boundary walls must have a minimum height of 3.5 feet.
In view of children’s safety, parents and guardians have been instructed to keep children under constant supervision. Children will not be allowed to approach rooftop edges without supervision.
The government has completely prohibited running, jumping, hanging from rooftop edges and aggressively attempting to catch kites. Overcrowding on rooftops will also be prohibited.
The regulations also ban loud music, DJ systems and noise-generating equipment, while activities that cause inconvenience to neighbours will be treated as punishable offences.
All venues must have a first aid kit, while citizens have been instructed to immediately contact Rescue 1122 in case of an emergency.
The government has made it clear that building owners and event organisers will be held responsible in the event of any accident or violation and will face strict legal action.
The Chief Minister has also directed district administrations and police authorities to ensure 100 per cent implementation of the regulations.
Chief Minister Maryam Nawaz praised citizens for their cooperation during the previous Basant celebrations and said that a safe Basant would also be ensured in 2027. She stressed that putting human lives at risk would not be tolerated under any circumstances.
