Australia is preparing to tighten visa rules for international students as the government seeks to reduce rising migration levels and ease pressure on housing and public infrastructure. According to foreign media, Home Affairs Minister Tony Burke is expected to announce changes to the country’s immigration policy.
Australia’s ABC News has reported key details ahead of the minister’s expected announcement. Under the proposed measures, international students could face restrictions on bringing their spouses, partners and children to Australia during their studies. The government is also considering stricter rules for temporary visa holders seeking to switch between visa categories. Australia has set a target of reducing net overseas migration from around 300,000 currently to 225,000 a year by 2028.
Current rules for international students
Under the existing system, international students can make visa arrangements for their spouses or partners to accompany them in Australia. They can also bring dependent children under the age of 18, subject to visa requirements. Spouses and partners of international students may also work in Australia, although their work rights can vary depending on the student’s course and visa conditions.
If the proposed changes are implemented, international students could face significantly tighter restrictions on bringing family members to Australia while studying.
Government targets migration
The proposed changes come amid growing scrutiny of Australia’s migration levels. Official figures show net overseas migration reached 306,000 in the year ending June 30, 2025, down from 429,000 in 2024 and a record 518,000 in 2023. International students accounted for a significant share of net overseas migration in 2025.
The increase in migration has also intensified debate over housing affordability, infrastructure and pressure on public services. Critics have argued that increased demand from new arrivals has added to housing pressures.
Australia reopened its international borders in February 2022 after almost two years of COVID-19 restrictions, resulting in a sharp increase in arrivals, including international students, backpackers and temporary skilled workers.
