CDA stops development work at Kashmir Gardens scheme Islamabad

The Capital Development Authority (CDA) has ordered an immediate halt to the sale, purchase, transfer and allotment of plots, as well as construction and other development activities, at the Kashmir Gardens Agro-Farming Scheme in Islamabad’s Zone-IV.

The authority says the housing scheme is operating without an approved layout plan or a No Objection Certificate (NOC) from the CDA.

In a letter addressed to the secretary of the Jammu and Kashmir Cooperative Housing Society, the CDA said the scheme’s sponsor had repeatedly failed to provide the documents and information required for consideration of its layout plan.

The authority warned that the application for approval could be treated as disposed of if the outstanding deficiencies were not addressed.

The CDA has also ordered the society to stop advertising and marketing the scheme, along with landscaping, construction and other development work.

The project covers land in Mouza Phag, Panwal and Bhokkar in Zone-IV of Islamabad.

The CDA has asked the society to submit a range of documents, including land ownership records, sanctioned mutations, details of the scheme’s sponsors, audited financial statements, land possession certificates, contour and khasra plans, and a non-encumbrance certificate.

It has also requested a detailed concept report for the proposed layout plan and ordered the society to pay a layout-plan scrutiny fee of Rs8.114 million.

The authority has directed its enforcement and building control directorates to take action against buildings and structures it considers illegal, including their demolition or removal where required.

The Islamabad administration and police have also been asked to assist in enforcing the CDA’s directions.

Meanwhile, electricity and gas providers IESCO and SNGPL have been directed to provide utility connections only where they comply with CDA-approved layout and building plans.

The CDA’s action means that, until the required approvals are obtained, development and property-related activities in the scheme face a regulatory halt.
