The Punjab government on Thursday announced strict regulations for Basant celebrations in Lahore to ensure public safety, religious harmony and law and order.
Under Section 144, manufacture, sale, purchase and use of kites carrying religious or political imagery have been completely banned.
According to official guidelines, kites displaying pictures of holy books, religious places, personalities, national flags or political party symbols are strictly prohibited. However, the use of single-coloured or multi-coloured kites without any images has been permitted.
The provincial government has allowed Basant to be celebrated as a safe entertainment festival and warned that no violation of the law will be tolerated.
Punjab Kite Flying Act 2025
Under the Punjab Kite Flying Act 2025, the use of metal wire and nylon string has been completely banned due to safety concerns.
Authorities have also made it mandatory for motorcyclists to install safety rods during Basant to prevent injuries caused by kite strings.
The Home Department has issued special security guidelines, directing the administration and police to enforce all rules and regulations strictly.
Law enforcement agencies have been instructed to conduct thorough checking and scanning of vehicles at all entry and exit points of the city. Only legally permitted kite-flying equipment will be allowed, while prohibited items will be confiscated immediately.
A complete ban has also been imposed on aerial firing and the display of weapons during the festival. Officials have warned that strict legal action will be taken against anyone found in violation of these directives.
The government has directed law enforcement agencies to maintain close coordination with intelligence agencies to ensure effective security arrangements. Rescue 1122 has been placed on full alert to respond to emergencies, while hospitals have been instructed to ensure the availability of medical staff, experts, and essential medicines throughout the Basant period.
Authorities have urged citizens to cooperate with law enforcement agencies and celebrate Basant responsibly to ensure a safe and peaceful environment for all.
