Prime Minister (PM) Shahbaz Sharif has taken notice of new regulations issued by National Electric Power Regulatory Authority (NEPRA) regarding solar panels and has directed directed the Power Division to file a review appeal.
A high-level special meeting was held on Wednesday in Islamabad under the chairmanship of Prime Minister Shehbaz Sharif to discuss NEPRA’s newly issued regulations.
The prime minister instructed the Power Division to immediately submit a review petition to NEPRA to ensure full protection of existing contracts of current solar consumers.
He said that the burden of 466,000 solar users should not fall on more than 37.6 million consumers who use electricity only from the national grid. He directed the Power Division to prepare a comprehensive plan in this regard.
The meeting was attended by Deputy Prime Minister and Foreign Minister Ishaq Dar, Federal Ministers Ahsan Iqbal Khan Cheema, Attaullah Tarar, Ali Pervaiz Malik, Sardar Awais Khan Leghari, Minister of State Bilal Azhar Kayani, Adviser on Privatization Muhammad Ali, and other senior officials.
NEPRA net metering: old vs new rules
NEPRA had issued the new Net Metering Regulations for the year 2026 bringing major changes for consumers across Pakistan.
The new rules end the old unit for unit system and replace it with a net billing system for both existing and new users.
Under the previous system, if a consumer sent one unit of electricity to the grid, they received one unit back as a free adjustment. This meant imported and exported units were balanced equally.
And under the new system, the grid will buy extra electricity from consumers at around Rs11 per unit.
