Punjab bans pigeon flying and laser use near airports under Section 144

The Punjab government has imposed Section 144 across the province around Pakistan Air Force airbases and commercial airports for 30 days, introducing a set of strict safety measures aimed at reducing risks to air operations.

According to a notification issued by the Punjab Home Department, the restrictions will apply within a 13-kilometre radius of all airports and PAF installations in the province. The move is intended to protect both human lives and property by preventing activities that could interfere with flight safety.

Under the new rules, pigeon flying has been completely banned in the designated areas. The use of laser lights has also been prohibited, along with the dumping of animal waste and meat. Authorities said these activities pose serious risks to aircraft operations and can lead to dangerous situations for passengers and crew.

A spokesperson for the Punjab Home Department said the decision was taken after assessing potential threats linked to bird activity and visual interference near flight paths. He explained that birds are often attracted to discarded meat and waste, increasing the risk of bird strikes near aircraft.

The spokesperson further noted that laser lights used by shops, commercial buildings and individuals can disrupt pilots during take-off and landing, creating safety concerns.

The notification, issued under Section 144(6) of the Code of Criminal Procedure, 1898, also extends to all commercial airports operating in Punjab. Authorities have instructed district administrations and law enforcement agencies to ensure strict enforcement of the orders.

Cleanliness measures around airports have also been directed to relevant departments, with officials asked to maintain proper sanitation in surrounding areas to discourage bird activity.

The restrictions will remain in place for 30 days, during which monitoring and enforcement will be carried out across all affected zones.
