Motorcycle riding permit in Punjab for under 18

The Punjab government has launched a Juvenile Permit scheme to allow teenagers aged 16 to 18 years to legally ride motorcycles before becoming eligible for a regular driving licence at the age of 18.

The Juvenile Permit scheme will promote road safety, encourage responsible driving habits, and ensure greater compliance with traffic laws among young riders.

Who can apply?

Teenagers between the ages of 16 and 18 are eligible to apply for a Juvenile Permit, after fulfilling the required conditions set by the traffic police.

Permit fee

According to officials, applicants aged 16 will be required to pay a fee of Rs1,000, while those aged 17 to 18 can obtain the permit for Rs500.

Speed restrictions

Lahore Chief Traffic Officer Syed Abdul Raheem Shirazi said permit holders will not be allowed to ride motorcycles at speeds exceeding 60 kilometres per hour.

Parental approval mandatory

Parents or legal guardians must provide written consent before a Juvenile Permit can be issued. Authorities say the requirement is intended to enhance safety and ensure compliance with legal regulations.

Required documents

Applicants must present their Smart Card and Form-B and appear in person with a parent or legal guardian. The accompanying parent or guardian must also submit a copy of their CNIC along with a recent photograph.

The scheme is expected to help young riders develop responsible driving behaviour while contributing to safer roads across Punjab.

Earlier, the Punjab government approved a reduction in the minimum age requirement for obtaining a motorcycle driving licence, lowering it to 16 years.

Following cabinet approval, the Home Department sent its recommendations to the Law Department for the issuance of a formal gazette notification.

Under the new policy, 16-year-old licence holders are allowed to ride motorcycles only and will be permitted to carry one passenger.
