The CSS exam remains the main route to Pakistan’s top federal services, including administration, foreign affairs, customs and other civil departments.

Traditionally, it attracts fresh graduates and young professionals, with strict limits on age and number of attempts.

The proposed changes aim to widen access by raising the age limit and granting one extra attempt. Officials say this will help candidates who need more preparation time or join the workforce early.
