The Federal Board of Revenue (FBR) has updated the Active Taxpayer List (ATL) for 2026, removing the names of individuals who failed to file their income tax returns by October 31.

According to FBR officials, the deadline for filing tax returns had been extended twice. However, taxpayers who submitted their returns after the deadline will not automatically regain their active taxpayer status simply by filing. They will have to pay an additional surcharge to be reinstated on the list.

Some taxpayers who had applied for extensions have also been excluded from the newly updated ATL. Their status will remain inactive until their extension requests are approved. The delay could also affect their ability to carry forward business losses to the following tax year.

Taxpayers whose names are not included in the ATL will face higher tax rates as non-filers. They may also encounter difficulties in obtaining tax refunds, while late filers will remain outside the active list until they fulfil the additional payment requirements.

The FBR has specified different surcharge amounts for taxpayers seeking reinstatement on the ATL. Individual taxpayers will have to pay Rs25,000, while associations of persons will be required to pay Rs50,000.

Companies seeking to regain their active taxpayer status will have to pay a surcharge of Rs100,000.

The updated list means taxpayers who missed the October 31 deadline will face additional financial costs and tax-related restrictions before they can regain the benefits associated with active taxpayer status.
