PTA introduces framework to allow in-flight internet and mobile services

The Pakistan Telecommunication Authority (PTA) has revealed a draft regulatory framework aimed at introducing internet and mobile services on aircraft, representing a major advancement in modernising in-flight communication services.

As part of the proposal, a suggested licence fee of $10,000 has been put forward, with no initial spectrum charges to be imposed. The draft is currently open for public consultation, inviting stakeholders to provide their feedback by May 31.

This framework permits licensed operators to offer onboard connectivity via satellite-based systems. However, internet and mobile services will only be allowed when aircraft are operating at altitudes above 3,000 meters.

Under the proposal, licences will be granted for a duration of 10 years, with the possibility of renewal.

Companies are required to obtain a regulatory certificate before launching flight internet services and must begin operations within one year of receiving the licence.

The PTA has also established strict compliance requirements, which include local data storage and processing, as well as the mandatory registration of satellite operators with the appropriate authorities.

To protect consumers, the framework adds measures regarding data privacy and security, prohibiting the use of unauthorised telecom equipment and mandating compliance with international service standards.
