Over the past three years, authorities issued 17.268 million new and renewed passports nationwide, generating a massive Rs149 billion in revenue, according to official figures.

The Upper House was informed through a written reply that Rs 64,392 million was generated from passport issuance in fiscal year 2024–2025, compared to Rs 50,906million in 2023–2024 and Rs 34,495 million in 2022–2023.

Lawmakers were also briefed on passport production costs. The printing cost of a 36-page Machine Readable Passport (MRP) stands at Rs 2,093, while a 72-page passport costs Rs 2,445 and a 100-page passport Rs 3,004. Meanwhile, a 36-page e-passport costs Rs 4,098 to print, and a 72-page e-passport costs Rs 4,874.

PIA suffers Rs 200bn revenue due to fake pilot license scandal

Separately, it was revealed in the Senate that Pakistan International Airlines (PIA) suffered a staggering Rs 200 billion revenue loss between August 2020 and December 2024 due to the fake pilot license scandal.

The crisis led to the grounding of 141 pilots, creating operational disruptions and severely damaging the airline’s reputation.

Annual performance report for 2025

The Directorate of Passports and Immigration had released its annual performance report for 2025, declaring the year one of revolutionary measures under the directives of the Prime Minister and the Interior Minister.

According to the report, the installation of modern printing machines successfully eliminated the long-standing passport backlog.

In 2025 alone, a record 5.572 million passports were issued, the highest annual figure in history. Of these, 3.275 million were issued under the normal category, 1.839 million under the urgent category, and 0.276 million under the fast-track category.

Officials credited 24-hour passport office operations for accelerating processing times and noted a sharp rise in citizens opting for modern e-passports during the year.
