The government has introduced a QR code-based system for electricity bill subsidies under the federal “Cross Subsidy Program 2026,” aiming to improve transparency and ensure that relief reaches only eligible consumers, officials said.
According to the Power Division, authorities will print special QR codes on monthly electricity bills of domestic consumers using up to 200 units of electricity. The scheme also includes beneficiaries of the Benazir Income Support Programme, daily wage workers and low-income households.
Officials said consumers will scan the QR code on their electricity bills, which will redirect them to an official government portal. They will then enter their 14-digit reference number along with their CNIC details to complete registration.
The system will send a one-time password (OTP) to the registered mobile number for verification, after which users will finalise their registration.
Authorities said the initiative will help prevent misuse of subsidies, including cases where multiple electricity meters are installed in a single household to claim additional relief.
They also advised consumers to ensure that the name on their electricity bill matches their CNIC to avoid delays during verification.
To support users unfamiliar with digital systems, the government has set up facilitation desks at deputy commissioner offices and union councils. Officials added that consumers facing difficulties with QR code scanning can also register manually through the official Cross Subsidy Program portal.
The Power Division said the digital system will improve efficiency, strengthen transparency, and ensure direct delivery of subsidies to deserving households.
