The Khyber Pakhtunkhwa government has approved an Extraordinary Security Risk Allowance equivalent to 250 per cent of the basic salary for civil and police officers performing duties in districts affected by terrorism and unrest.
According to an official notification, officers belonging to the Pakistan Administrative Service (PAS) and Police Service of Pakistan (PSP) posted in the designated districts will be entitled to the allowance, calculated on their running basic pay.
The notification states that the Home Department will identify the districts eligible for the allowance and prepare a list at the beginning of each financial year. However, officers will not be eligible for the allowance during periods of transfer, suspension, leave or placement as Officers on Special Duty (OSD).
Regarding the financial arrangements, the notification clarifies that the Federal Government will bear the entire cost of the allowance, which will also be subject to income tax.
Until the Federal Government releases the required funds, the KP government will temporarily meet the expenses. However, this interim arrangement will not create any permanent financial liability for the provincial government.
The provincial government has also directed the Finance Department to establish a dedicated mechanism to monitor the expenditure and ensure reimbursement of the funds from the Federal Government.
