The Khyber Pakhtunkhwa (KP) Elementary and Secondary Education Department has directed the Communication and Works Department to inspect all government school buildings across the province and assess their structural safety.
According to an official letter dated October 15, 2026, the department has asked the Communication and Works Department to nominate qualified technical teams for every district.
The teams will inspect school buildings in coordination with the relevant district education authorities.
The move follows the collapse of a classroom roof at Al-Khair Education System, a private school in Dir Colony, Peshawar.

What will the technical teams inspect?

The nominated teams will conduct physical inspections of all government school buildings in their respective districts.
They will examine the condition of roofs, ceilings, walls, beams, foundations, staircases and other structural components.
The teams will also assess the buildings’ maintenance and their suitability for continued use by students, teachers and other staff.
Under the terms of reference outlined in the letter, the teams will place inspected school buildings in three categories:
  • Safe.
  • Requiring repairs or improvement.
  • Potentially unsafe and requiring urgent technical assessment.
The teams will recommend necessary repairs, structural strengthening, rehabilitation and other corrective measures. They will also identify the priority of each intervention and suggest timelines for implementation.

What action will be taken against unsafe buildings?

The letter directs the technical teams to immediately report any building that appears to pose a risk to the relevant district authorities.
They must recommend precautionary measures as well. These can also include restricting access to the building or suspending its use.
The teams will also recommend a mechanism for identified structural problems to be corrected on time.
The inspections will cover all government school buildings. These include separate boys’ and girls’ educational institutions.
The teams will coordinate with the relevant District Education Officers and other district authorities.

When must the inspection reports be submitted?

The Communication and Works Department has been directed to make sure that the technical teams submit comprehensive district-wise inspection reports to the Elementary and Secondary Education Department by October 26, 2026, at 12:00 PM.
The reports must include inspection findings, the classification of buildings, identified structural defects, recommended corrective measures and proposed timelines for action.
The letter also states that any building found to pose an imminent risk to students and staff must be reported to the relevant district authorities immediately.

Will schools receive safety clearance certificates?

Under the directions, the technical teams must submit a Building Safety Clearance Certificate or No Objection Certificate (NOC) for every government school building inspected.
The certificate must state the building’s structural safety status and whether it is suitable for continued use. It must also mention any conditions or corrective measures required, where applicable.
