Government issues new directives on dual citizenship for civil servants

The government has issued directives for the implementation of the 2026 rules regarding dual citizenship for civil servants, with the Establishment Division instructing all civil servants to submit a declaration concerning foreign citizenship.

According to a notification issued by the Establishment Division, all civil servants are required to disclose details of any foreign citizenship, foreign travel documents, and marriage to a foreign national.

The notification states that civil servants must submit the declaration regarding foreign citizenship to their respective cadre administrators. The declaration must be submitted within 90 days of the rules being notified in the official gazette.

The declaration must include details of any foreign citizenship held by the civil servant and their dependents, as well as information about foreign travel documents and marriage to a foreign national.

The Establishment Division warned that failure to submit the declaration or providing incorrect information would be treated as misconduct. Action will be taken under the Civil Servants (Efficiency and Discipline) Rules, 2020, against civil servants who fail to submit the declaration or provide false or incorrect information. Relevant officers have also been directed to submit their declarations regarding foreign citizenship to the Establishment Division.

According to the Establishment Division, all ministries and divisions have been informed of the new instructions. Similar directives have also been issued to all chief secretaries and provincial police officers.
