The Punjab government has decided to introduce a new vehicle and motorcycle registration system under which vehicles will be registered before leaving the dealership showroom.
According to Excise Department officials, all vehicle dealers across Punjab will be integrated into the Dealer Vehicle Registration System (DVRS) to implement the new process.
The Excise Department has also proposed an increase in registration service charges. Under the proposal, service charges for motorcycles will double from Rs500 to Rs1,000, while charges for cars will rise from Rs2,000 to Rs4,000.
Officials said that all Motor Registration Authorities (MRAs) across Punjab have been provided with lists of dealers for registration. The authorities have also been instructed to contact dealers and invite them to join the new registration system.
According to the Excise Department, a summary has been submitted to the provincial government seeking to simplify the issuance of DVRS licenses and reduce the associated licensing fees.
Currently, only 102 DVRS license holders have been operating across Punjab, including Lahore, over the past 11 years. Of these, 96 dealers are authorised to register motorcycles, while six dealers are licensed to register cars.
Meanwhile, the Car Dealers Association has expressed concerns over the plan to issue licenses to every showroom and has raised questions about the implementation of the new registration system.
Here’s how overseas Pakistanis can register, transfer vehicles online
In another good news for overseas Pakistanis, the Islamabad Excise and Taxation Department introduced a new digital facility enabling expats to register and transfer vehicle online.
According the Associated Press of Pakistan (APP), Director of Excise, Bilal Azam said that the move would eliminate the need for expatriates to visit Pakistani embassies or send powers of attorney for vehicle-related matters.
“Now, for registration and transfer of the vehicle, they can download the PakID app. From there, they can record their biometrics, and we will ensure the vehicle’s transfer,” he added.
He stated that submitting biometrics through the app would serve as proof of identity, making a separate Transfer Order (TO) form unnecessary. However, he urged both sellers and buyers to ensure proper documentation.
“When you sell any vehicle, please ensure that you sign your transfer letter and hand it over to the purchaser,” Azam said, adding that both biometric verification and a signed transfer letter were legal requirements.
