Sindh universities to go digital as SHEC unveils new governance system

In a significant step toward modernising higher education governance, the Sindh Higher Education Commission (SHEC) has announced a comprehensive digitalisation initiative aimed at improving attendance monitoring, academic discipline, and administrative oversight in public universities across the province.

Under the plan, biometric attendance systems will be introduced for teachers, staff, and students in five major public universities. The project will also include digital classroom monitoring and a centralised data integration system to streamline academic and administrative operations.

Officials stated that the initiative is designed to enhance transparency, accountability, and efficiency within the higher education sector through the adoption of modern technology-driven solutions.

For this purpose, the commission has sent a summary to the Sindh government’s Science and Information Technology Department seeking technical support and the provision of necessary infrastructure.

The summary, sent by Chairman Sindh Higher Education Commission Professor Dr S M Tariq Rafi, emphasises the need to introduce modern digital systems in higher education institutions to promote transparency, accountability, and effective administrative oversight.

Under the proposed framework, biometric attendance systems will be implemented for both faculty members and students across all academic departments. In addition, classrooms will be digitally linked to the offices of vice chancellors, enabling real-time monitoring of teaching activities and ensuring that scheduled classes are being conducted regularly by faculty.

The initiative also includes the development of a secure, centralised data integration system to manage attendance records, monitor academic discipline, support performance evaluation, and strengthen institutional assessment mechanisms. The project further provides for the establishment of central servers, advanced networking infrastructure, cybersecurity systems, and other essential IT facilities to ensure smooth, reliable, and secure operations across all participating universities.
