Tele Town Housing Scheme’s layout plan cancelled, Islamabad office sealed

The Capital Development Authority (CDA) has cancelled the layout plan of Tele Town Housing Scheme in Islamabad’s Zone V over the continued failure to fulfil approval conditions and ordered action against unauthorised constructions.

The authority has also directed its enforcement wing to take further action to seal the housing scheme’s office and initiate legal proceedings against buildings or other structures constructed without approved building plans, if any are found.

According to a letter and public notice issued by the CDA’s Directorate of Housing Societies on October 21, 2026, the layout plan for Tele Town Private Limited’s housing scheme, spread over 499.50 kanals, was conditionally approved on March 24, 2023.

However, the scheme’s management failed to fulfil the conditions attached to the approval despite more than three years having passed, the authority said.

The CDA said notices seeking compliance were issued to the management in March and December 2023 and August and November 2024. Show-cause notices were subsequently issued on May 27 and December 2, 2025, providing further opportunities to comply with the requirements.

Despite these notices, the management failed to take practical steps to implement the authority’s directions, according to the CDA.

The authority said it had received multiple complaints from citizens over the lack of development work, despite more than two decades having passed since the scheme was advertised and launched.

The Directorate General of Federal Audit also raised an audit objection over the failure to fulfil the conditions attached to the layout plan’s approval.

Following the cancellation, the CDA directed the Director of Enforcement East to take further action to seal the scheme’s office. The Director of Building Control South was also instructed to initiate legal proceedings for the demolition or removal of any buildings or structures found to have been constructed without approved building plans.

The deputy commissioner and senior superintendent of police in Islamabad have been requested to issue necessary directions to the relevant magistrate and station house officer to ensure implementation of CDA regulations and the relevant Islamabad High Court ruling.

Copies of the letter have also been sent to relevant institutions, including the regional office of the National Accountability Bureau (NAB) and the Islamabad zone of the Federal Investigation Agency (FIA).

The CDA has directed Islamabad Electric Supply Company (IESCO) and Sui Northern Gas Pipelines Limited (SNGPL) to provide service connections in the scheme only in accordance with the CDA-approved layout plan and approved building plans.

The authority has also requested the Press Information Department to prevent advertisements for housing schemes and other related projects from being published without CDA approval. The notice also refers to blocking websites of unauthorised projects through the Pakistan Electronic Media Regulatory Authority (PEMRA) and the Pakistan Telecommunication Authority (PTA).

The CDA has warned allottees, buyers and other stakeholders to verify a property’s approval status with the authority before entering into any transaction. It advised citizens against purchasing plots, houses, flats or shops in schemes without the required no-objection certificate (NOC) or other approvals.

The authority also warned scheme owners, sellers, builders, developers, advertisers and estate agents against unauthorised construction and development activities, saying violations could lead to legal action.
