Germany’s EU Blue Card programme offers highly qualified Pakistani professionals an opportunity to work in the country and eventually apply for permanent residency.
The Bureau of Emigration and Overseas Employment (Pakistan) has issued guidance on the EU Blue Card for highly educated, skilled and professional workers seeking employment in Germany.
The EU Blue Card is a special residence permit designed to help international professionals secure qualified employment and contribute to the German economy.
Eligibility and education requirements
Applicants must hold a recognised German university degree or an equivalent foreign qualification.
A Master Craftsman qualification or vocational educator training equivalent to Level 6 of the European Qualifications Framework (EQF) may also meet the education requirement.
Germany also offers a special route for IT professionals without a formal university degree. Applicants can qualify if they have at least three years of relevant professional experience gained during the previous seven years and a qualifying job offer with the required salary.
Applicants must have a formal job offer in Germany for at least six months in a relevant field.
Salary requirement for 2026
For 2026, the minimum gross annual salary requirement is €50,700.
A lower threshold of €45,934.20 per year applies to shortage occupations and certain new graduates who completed their studies within the past three years. In some cases, approval from Germany’s Federal Employment Agency may also be required.
Blue Card duration
The EU Blue Card is generally issued for the duration of the employment contract plus an additional three months. It can be issued for up to four years and may be extended when the eligibility requirements continue to be met.
Path to permanent residency
Blue Card holders can apply for permanent residency after 27 months if they have basic German language skills at A1 level.
The waiting period can be reduced to 21 months for those who demonstrate German language proficiency at B1 level.
Family reunification
EU Blue Card holders can also bring eligible family members to Germany under family reunification rules, allowing qualified professionals to live and work in Germany while maintaining family ties.
