The Capital Development Authority (CDA) has introduced new measures to regulate plot file verification and speed up the processing of property-related cases in Islamabad.
In a notification issued on November 5, 2026, the authority directed officials to avoid unnecessary verification procedures that can delay applications and cause inconvenience to the public.
According to the notification from the Office of the Member (Estate), officials in the Land and Rehabilitation Directorate have been initiating plot file verification in some cases without sufficient justification or objectively established grounds.
Under the new instructions, verification of a plot file’s authenticity can only be initiated after prior approval from the Director General (Land and Estate Management).
The CDA has also directed the Director General to set and formally notify clear deadlines for completing plot file verifications, processing No Demand Certificates (NDCs) and handling other property-related matters.
The notification says that, preferably, no file should remain pending at a single desk for more than three days.
The authority said the measures were intended to improve administrative efficiency, ensure the timely processing of property cases and reduce unnecessary delays in the Estate Wing.
CDA property tax in Islamabad
Property owners in Islamabad should check their CDA property-tax bills for the 2026–27 financial year, as legal challenges have created uncertainty over the applicable rates.
The tax applies to eligible residential, commercial, industrial and institutional properties. The amount depends on factors such as location, property type, plot size, covered area, exemptions and outstanding arrears.
The Metropolitan Corporation Islamabad (MCI) Directorate of Revenue handles municipal tax functions, while the CDA provides online bill and payment services.
Property tax rates in Islamabad
There is no single fixed rate for every property. Residential assessments have historically depended on sector and plot size, while commercial calculations may also consider covered area.
The January 2024 MCI notification introducing revised rates was challenged in court. On 24 September 2025, an Islamabad High Court single bench set it aside. A division bench suspended that judgment on 22 October 2025 while an appeal was pending. Further interim relief was granted in a separate case in June 2026.
As of 30 October 2026, a final decision resolving the rates for all properties could not be confirmed. Owners should check their latest official assessment rather than rely on outdated rate tables.
The assessment may depend on:
- Sector or location and property category.
- Residential, commercial, industrial or institutional use.
- Plot size and covered area.
- Additional floors or basements.
- Occupancy status and approved exemptions.
- Outstanding arrears and applicable surcharges.
How to check your property tax bill
Owners can use CDA’s existing online duplicate-bill service:
- Visit the official CDA bill portal.
- Enter the Property Consumer Number.
- Retrieve the available bill.
- Check the property details, annual demand, arrears and exemptions.
- Confirm the financial year and due date.
The verified form requires a consumer number; it does not establish a general CNIC-only search facility.
MCI announced an additional 5% early-payment rebate for eligible bills. Announced on 31 August 2026, it applies from the bill’s issue date until its stated due date.
Owners should check their individual bills for eligibility and deadlines.
Available channels include CDA’s online payment service, supported 1Link/1Bill banking facilities, designated banks and the PAK App.
