The government has unveiled a nationwide initiative to regulate commercial activities along national highways, aiming to promote public-private partnerships and create new employment and business opportunities.
The outsourcing process will be carried out in strict accordance with the Public Procurement Regulatory Authority (PPRA) Rules, officials.
The initiative will cover major urban centers including Karachi, Lahore, Peshawar, and Quetta, as well as key sections of national highways ranging from N-5 to N-80.
The National Highway Authority (NHA) has invited tenders for the outsourcing of Right of Way (ROW) management. The scope of work includes the collection of No Objection Certificate (NOC) fees and annual rental payments from commercial entities operating along highways, such as hotels and petrol pumps.
Firms with a minimum annual net worth of PKR 300 million are eligible to participate in the bidding process. Financial bids are scheduled to be opened on February 25, 2026.
Officials said the move aligns with the vision of Federal Minister Abdul Aleem Khan to transform the NHA into a financially self-sustaining institution, reducing its reliance on the national exchequer while improving governance and service delivery.
On the other hand, renovation of the Islamabad-Murree Expressway in the federal capital has been completed, transforming it into a model and safer highway. According to official details, a 55-kilometre stretch of the expressway, from Kashmir Chowk in Islamabad to Lower Topa in Murree, has been modernised under the project.
Acting on the directives of Federal Minister for Communications Abdul Aleem Khan, the National Highway Authority (NHA) completed several key works in record time. The remodelling and resurfacing of the Islamabad–Murree Expressway (N-75) have been finalised, along with the construction of 32 kilometres of service roads to facilitate commercial activities along the Murree Expressway.
