Pakistan is moving towards a major transformation in air travel after granting in principle approval for in flight internet and mobile connectivity services on aircraft.
The initiative is expected to modernise the country’s aviation experience by enabling passengers to browse the internet, remain active online and communicate during flights once aircraft reach cruising altitude.
According to reports, the approval marks a significant change in passenger services, with the Pakistan Telecommunication Authority now preparing a comprehensive licensing framework for regulating onboard telecom and satellite based services across airlines.
As part of the process, stakeholders have been invited to submit proposals and recommendations to the PTA by May 31 before the regulatory framework is finalised. Once implemented, airlines will be allowed to provide internet and mobile connectivity through satellite systems during flights.
Under the proposed policy, mobile services will only become operational when an aircraft reaches an altitude of 3,000 meters or higher to ensure compliance with aviation safety standards. The licence for such services will remain valid for 10 years, with an option for renewal after expiry.

The framework also requires operators to obtain formal PTA certification before launching services and mandates that operations begin within 12 months of receiving the licence.
Strict data protection and regulatory conditions have also been included. All data storage and processing must take place within Pakistan, while satellite operators will need to register with the relevant authorities. International bandwidth access will only be permitted through locally licensed service providers.
Additionally, the use of unauthorised equipment will be strictly prohibited, and service providers will be required to maintain quality standards in line with international aviation benchmarks.
With this move, Pakistan is set to join the growing number of countries offering in flight connectivity under a tightly regulated system focused on safety, security, and data protection.
