Senior civil bureaucracy is in for another major salary upscale as the cabinet gives it nod to a new “All Pakistan Services Cadre Posts Parity Allowance” for Grade 17-22 officers.
The federal cabinet, chaired by Prime Minister Shehbaz Sharif, has approved a new “All Pakistan Services Cadre Posts Parity Allowance” for senior civil servants. Around Rs1.8 billion has been allocated for the allowance, and it will take effect from 1 July 2026.
The new allowance is expected to be at least 100% of an officer’s basic salary. It will be available to Grade 17 to Grade 22 officers of the Pakistan Administrative Service (PAS) and the Police Service of Pakistan (PSP) who are posted in the federal government or Islamabad.
The cabinet also approved a change to the existing 150% Executive Allowance. Instead of being calculated on the much lower 2017 basic pay, it will now be calculated using the basic salary as of 30 June 2026, significantly increasing the value of that allowance.
This means that a BPS-17 officer in the Pakistan Administrative Service (PAS) or Police Service of Pakistan (PSP), posted in the federal government and eligible for both the allowances could see total monthly compensation rise to Rs300,000–450,000 or more.
The government says the new allowance is meant to reduce the gap between federal officers and those working in provinces, the judiciary, and organizations such as the FBR and NAB, where pay and allowances are generally higher. Officials argue that this gap has made many officers reluctant to serve in federal posts.
