(Naveed Raza) The Directorate of Regional Planning, Planning Wing of the Capital Development Authority (CDA), has ordered the immediate sealing of the site and marketing offices of seven illegal housing schemes operating in Zone 4 of Islamabad.
According to separate notifications issued by the CDA, the action is being taken under the CDA Ordinance, 1960, the ICT (Zoning) Regulations, 1992, and the regulations formulated in 2023 for Zones 2, 4 and 5. Under the applicable laws, private sponsors are not permitted to plan, launch or carry out development work on a housing scheme in Islamabad without prior approval from the CDA. The notifications, issued on September 18, 2026, direct action against the offices of various housing schemes located in the Lehtrar Road, Kuri Road and Bani Gala areas.
The CDA has ordered the sealing of the marketing and site offices of Al-Nafees Town, located on Lehtrar Road in Zone 4. Show-cause notices had previously been issued to the scheme on October 6, 2025, and June 16, 2026. Similarly, orders have been issued to seal the offices of Mufti Mehmood Enclave, also located on Lehtrar Road in Zone 4. The scheme had received notices on October 6, 2025, and June 16, 2026.
The CDA has also recommended sealing the site and marketing offices of Royal Homes/Residency. Notices were issued to the scheme on October 6, 2025, and June 16, 2026. Instructions have further been issued to seal the offices of Royal City on Lehtrar Road in Zone 4 over alleged violations of the applicable regulations. The scheme had previously been served notices on October 6, 2025, and June 16, 2026.
The authority has also ordered the sealing of the marketing and site offices of Rawal Town, located on Kuri Road in Zone 4. Show-cause notices were served on the scheme on October 6, 2025, and May 20, 2026. An order has also been issued to seal the offices of Yar Muhammad Town in Bani Gala, Zone 4. The scheme had served show-cause notices on October 6, 2025, and August 13, 2026.
Similarly, the CDA has ordered the sealing of the offices of JJ Housing Society in Bani Gala, Zone 4. Notices had previously been issued on October 6, 2025, and February 13, 2026.
According to CDA officials, development work and construction activities had commenced at all seven housing schemes without approval of their layout plans or the issuance of No Objection Certificates (NOCs), constituting violations of the applicable regulations.
The CDA said the sponsors had previously been directed to immediately stop all unauthorised development work, marketing, sale and purchase of plots, allotments and transfers, and to remove illegal structures. Public notices were also published in national newspapers and on the CDA’s official website to inform the public. However, according to the authority, the sponsors failed to obtain the required approvals.
Under the Private Housing Schemes Regulations, 2023, framed under the ICT Zoning Regulations, 1992, the CDA may seal the offices of sponsors, advertisers, operators, consultants, contractors, real estate agents and marketing partners if illegal construction, development or advertising and marketing activities are being carried out without approval of the layout plan, NOC or building plan.
The regulations cover advertising and marketing through electronic, print and social media, as well as roadside displays. Such action may be carried out by the CDA Director of Enforcement or another competent authority in the presence of a CDA magistrate.
The notifications state that the sealing process may be initiated on the orders of the Director General, Deputy Director General (Planning) or an authorised official after the expiry of the 15-day notice and seven-day show-cause notice periods issued by the relevant Planning Directorate. In light of the violations, the Directorate of Regional Planning has requested the CDA’s Directorate of Enforcement to immediately seal the marketing and site offices of the seven housing schemes.
