Important update for vehicle transfer applicants

A major relief has been announced for citizens who have purchased vehicles but have not yet transferred them into their own names.

On the instructions of Sindh Excise Minister Mukesh Kumar Chawla, the Excise Department has extended the deadline for mandatory NADRA biometric verification for vehicle transfers until June 30, 2026.

According to the notification, vehicle buyers can transfer ownership of their vehicles without the seller’s NADRA biometric verification until June 30, 2026.

The notification was issued by the Excise, Taxation and Narcotics Control Department of Sindh and is available on its official Facebook page.

Complete Procedure for Vehicle and Motorcycle Ownership Transfer

The Sindh Excise and Taxation Department has also introduced a revised step-by-step procedure for transferring the ownership of vehicles and motorcycles. Under the new system, buyers and sellers must follow specific legal requirements to avoid fraud and legal complications.

Under the revised process, both the buyer and seller will have to visit a NADRA or e-Sahulat centre for biometric verification before the transfer process can officially begin.

Vehicle Ownership Transfer Procedure

  • Buyer and seller identity verification through NADRA or e-Sahulat centre
  • Preparation of a written agreement on stamp paper signed by both parties
  • Visit the Excise office to obtain a token and submit the application form
  • Submission of required documents along with the completed form
  • Payment of transfer fee and token tax, either online or at the office
  • Issuance of an official receipt after verification of all documents
  • A new smart registration card will be issued in the buyer’s name within 5 to 15 working days after verification

  • Original registration book or smart card
  • Copy of CNIC
  • Signed application
  • Sale agreement
  • Clearance certificate
  • Passport-size photograph

Documents Required from the Buyer

  • Copy of CNIC
  • Passport-size photograph
  • Valid vehicle tax certificate
  • Proof of residence (utility bill or rent agreement)
  • Vehicle inspection certificate
