The Pakistan Telecommunication Authority (PTA) has introduced new rules for SIM card issuance and sales, making mobile network operators responsible for ensuring every SIM is legally issued and properly verified.
Under the revised regulations, telecom companies will be held accountable for any unauthorised or illegal SIM sales carried out through their franchises, retailers, or other sales channels. SIM cards can now only be issued through authorised customer service centres, franchises, and approved outlets, with each sales representative assigned a unique identification number.
The PTA has made biometric verification through NADRA’s Biometric Verification System using the original CNIC mandatory for new SIM activation. The requirement also applies to duplicate SIM issuance, ownership transfers, SIM disowning, and mobile number portability.
To curb identity fraud, telecom operators have also been directed to use biometric devices equipped with Live Finger Detection technology capable of identifying fake or artificial fingerprints.
Additionally, mobile companies must strengthen oversight of franchises and retailers through regular inspections and monthly reviews while maintaining comprehensive records of SIM issuance, biometric verification, and sales staff.
According to the PTA, the new measures are aimed at preventing the illegal sale and misuse of SIM cards and ensuring compliance with Pakistan’s telecom laws and licensing regulations.
On the other hand, the Pakistan Telecommunication Authority (PTA) and global technology company Meta announced a new partnership to strengthen online safety for young internet users in Pakistan.
According to the announcement, PTA and Meta have signed a Letter of Intent (LoI) to work together on initiatives that enhance online protection and improve digital awareness across the country. The mutual agreement agrees upon shared commitment to helping users, particularly younger audiences.

The agreement was announced during a ceremony attended by PTA Chairman Major General (Retired) Hafeez Ur Rehman. He said the collaboration demonstrates PTA’s commitment to improving secure online environment for the youth of Pakistan.
