If you have bought a new electric vehicle (EV) in Islamabad, you have to get it registered with the Excise and Taxation Department before you drive it on the road.
This is an extensive process and includes verification of your documents, inspection of the vehicle, and payment of different taxes and fees. Here is a simple guide to help you complete your registration.
Step 1: get your registration forms
You can download the needed forms from the Excise and Taxation Department’s website at https://ictadministration.gov.pk/vehicle-registration/. You can also collect them from the department’s information counter. Additionally, you can ask the information desk to calculate the registration fee as well.
Step 2: prepare the documents
You will need the following documents:
- Biometric verification of the owner.
- Copy of the owner’s CNIC.
- Application for new vehicle registration.
- Proof of buying.
What documents are needed for imported, auctioned, local vehicles?
For a locally made vehicle, you will need the sale invoice and sale certificate.
For an imported vehicle, you will need more documents. These include the Bill of Entry, Bill of Lading, previous registration book, an attested copy of the importer’s passport, and other related documents.
For an auctioned vehicle, you have to provide the auction voucher and other related papers as well.
You will also need proof of your address. This can include a utility bill, CNIC, lease agreement, property papers, allotment letter, government office card, appointment letter, or a rental agreement.
In case someone else is confirming your address, you have to provide a copy of that person’s CNIC. Additionally, you will also have to provide their biometric verification and an affidavit.
If the vehicle ownership is being transferred, an attested transfer letter is also required. Additionally, the vehicle also needs to be examined, so you will have to bring it for a physical inspection.

Step 3: biometric verification
The applicants have to get a vehicle biometric verification slip. This is available at the Islamabad Excise and Taxation Department or at NADRA e Sahulat Centres across Pakistan.
Step 4: document verification
Then, submit all of your documents to the Excise official. The officer will check the papers and record the details on the registration form.
Step 5: get the fee challan
The department will give you a computerised Form F and a fee challan after you submit the correct documents. If any document is missing, you will be informed before the process continues.
Step 6: registration fee
Then, you will have to sign Form F to confirm your information. You can pay the registration fee at the National Bank of Pakistan counter inside the Excise office. Islamabadis can also get it done through the City Islamabad mobile app.
After that, simply submit the smart card fee and number plate fee along with your documents. You will then get a vehicle registration receipt.
Step 7: vehicle inspection
Then just take your vehicle and registration receipt to the inspection area. After the inspection is completed, the staff will update your receipt. And the smart card will be issued after the vehicle passes the physical inspection.
What taxes and fees will you have to pay?
The total registration cost includes the registration fee, advance tax, token tax, income tax, and professional tax for commercial vehicles where they are applicable.
A late fee is also charged if you do not register the vehicle within 60 days of the invoice date. If you are choosing a special registration number, you will also have to pay an additional fee.
Income tax and token tax are set, but the amount that you will have to pay will depend on the vehicle’s registration date.
