The Sindh Excise and Taxation Department, in collaboration with National Database and Registration Authority, has streamlined the vehicle transfer process by introducing biometric verification options for buyers and sellers across the province.
Under the updated system, individuals involved in a vehicle sale can complete biometric verification either by visiting a NADRA office or an e-centre. Alternatively, the verification can be carried out remotely through NADRA’s Pak ID app, allowing users to complete the process from home before proceeding with the remaining transfer formalities.
After biometric verification, both parties must sign a written agreement on stamp paper. The buyer is then required to visit the Excise Office at Karachi’s Civic Centre to obtain a token and submit the transfer application.
Applicants must provide several supporting documents, including the original registration book or smart card, copies of the CNICs of both buyer and seller, photographs, the signed agreement, a clearance certificate, a valid vehicle tax certificate, proof of the buyer’s residence, and a vehicle inspection certificate.
Transfer fees and token taxes can be paid either online or at the excise office. The transfer fee has been fixed at Rs605 for motorcycles and Rs2,000 for cars with engine capacities between 800cc and 1000cc.
Once all documents have been verified and the process is completed, ownership of the vehicle will be transferred to the buyer’s name within 15 working days, according to officials.
Driving licence system becomes completely paperless
In a separate development, Inspector General (IG) Islamabad, Syed Ali Nasir Rizvi, has taken a major step to modernise the licensing system by making the Islamabad Traffic Police licensing process completely paperless.
IG Islamabad formally inaugurated the paperless licensing system. Chief Traffic Officer Muhammad Sarfraz Virk and other traffic officials were also present on the occasion.
The IG reviewed all paperless counters and issued directives regarding the new system. Speaking at the event, he said the initiative has been introduced to facilitate citizens and save their valuable time.
Previously, applicants had to fill out medical forms, attach photographs, and submit multiple documents. Now, citizens no longer need to bring any documents, photocopies, or photos.
He further stated that the entire process from medical examination to licence issuance has now been made fully paperless. He appreciated the Chief Traffic Officer and his team for completing the project in a short period of time.
The IG also announced that the licensing fee system will soon be digitised. Citizens will now only need to bring their national identity card to obtain a driving licence from Islamabad Traffic Police.
