The Capital Development Authority (CDA) has warned housing societies over building residential plots in place of school land.
CDA has warned residents and prospective buyers against purchasing or constructing properties on land reserved for public amenities in Jinnah Garden-I, saying such structures have no legal status.
In separate public notices, the authority said plots designated for a school and a playground in the housing scheme, located in Islamabad’s Zone-5, had been earmarked for public use under the approved layout plan and could not legally be used for private development.
According to the CDA, the plot reserved for a school was identified in the housing scheme’s layout plan approved on 9 April 2011.
It said the land was required to be transferred to the authority and that the housing society’s sponsors had already been directed to complete the process through official communications issued in August and December 2025.
The authority also said another structure had been built on land reserved for a playground, adding that the plot had already been transferred to the CDA through a registered transfer deed in November 2011, making it government-owned property.
The CDA said any allotment, transfer or construction on the identified plots would not be recognised under the law and urged members of the public to verify the legal status of land before entering into property transactions.
The notices, the authority said, form part of a public awareness campaign aimed at preventing unauthorised construction and protecting land reserved for schools, parks and other public facilities.
The move comes amid broader concerns over the conversion of amenity plots in private housing schemes.
According to CDA records, the layout plan for Jinnah Garden Phase-I was cancelled in 2018, while the scheme’s No Objection Certificate (NOC) has not been issued.
The authority said it would continue efforts to enforce planning regulations and safeguard land designated for public use.
