The Punjab government has instructed all private housing societies to upload their complete property transaction records to the Housing Society Management System (HSMS) as part of efforts to strengthen property ownership documentation and improve transparency in the real estate sector.
According to an official compliance notice, the issuance of Property Certificates for property sales and purchases has formally begun. The government said the certificate will serve as the official proof of ownership for properties located in both public and private housing schemes across Lahore.
Under the directive, private housing societies have been asked to transfer all purchase and sale records to the HSMS by August 31, 2026.
Officials said the new digital system is aimed at ensuring secure and transparent property transactions. The Property Certificate will be integrated with NADRA records, digital mapping systems, and the e-Registry platform, helping improve ownership verification and curb fraudulent transactions.
The government warned that housing societies failing to meet the deadline could face legal action under the Lahore Development Authority (LDA) Act, 1975. Enforcement measures may include the sealing of society offices and the registration of legal cases against non-compliant managements.
Authorities added that several private housing societies in Lahore have already completed the migration of their property records to the HSMS.
