The Capital Development Authority (CDA) has cancelled the layout plan of Bahria Town Phase III-E and IV in Zone-5, Islamabad, with immediate effect.
According to a CDA order dated September 14, 2026, the housing scheme covers around 2,999 kanals and received layout plan approval in December 2010.
The CDA said Bahria Town (Pvt) Ltd failed to fulfil conditions attached to the approval and did not complete prerequisites for obtaining the scheme’s No Objection Certificate (NOC) despite the passage of around 15 years.
The authority alleged that development work and sale of plots took place before the NOC was issued.
It said such activities violated the CDA Ordinance 1960 and Islamabad Capital Territory Zoning Regulations, 1992.
The CDA also cited violations of the approved layout plan, including construction and use of plots meant for public amenities.
The authority said it had previously directed Bahria Town to vacate plots allocated for parks, playgrounds, open spaces and public buildings.
The CDA also referred to a final show-cause notice issued in September 2025 over alleged violations and illegal structures.
The authority said the Departmental Accounts Committee had also discussed illegal commercial buildings along Corniche Road in the scheme.
The committee had ordered the removal of structures built in the riverbed, graveyard and park or open-space areas, according to the CDA document.
The CDA further cited an Islamabad High Court order from September 2019. The court had dismissed Bahria Town’s petition concerning development carried out under revised layout plans that had not been approved by the CDA.
Under Clause 5 of the ICT Zoning Regulations, the CDA said approval of a housing scheme could be cancelled for violations.
The CDA further ordered suspension of processing and approval of other cases submitted by Bahria Town, describing the company as a CDA defaulter.
The authority has directed its enforcement and building-control wings to initiate action against illegal buildings and structures.
It also asked IESCO and SNGPL to provide service connections only according to CDA-approved layout and building plans.
The CDA directed relevant authorities to restrict advertisements for private housing schemes without the required approvals.
The order was issued with the approval of the CDA Member (Planning and Design).
